Pandemic Influenza Is A Global Strategic Plan

All the main line press on the subject of Avian Flu, Bird Flu, or pandemic flu by any name, presents the story with a human health issue slant. However, it is in fact a bird disease. As you look closer at the details what becomes apparent is not a disease at all, but an international plan for the implementation of dictatorial control measures, much of which has been hidden in obscure legislations which drew little or no attention at the time they were passed into law.
Preparations for an influenza pandemic have been in the works for years. Pandemic influenza is not a disease, it's a global strategic plan, "An International Partnership To Meet A Global Threat".
The "global threat" appears to be a moving target but concistently coming under the heading of terrorism, Usama Bin Laden and Al Qaeda, Saddam Hussein and Weapons of Mass Destruction, now Avian Influenza. On the global scale since 9/11, How many of us have actually been affected by any of these things? When you add them all up, the number pales in comparison to the number of deaths produced in the phony wars waged against them.
The Department of State fact sheet summary on Avian Influenza was released on November 2, 2005. President Bush announced the International Partnership on Avian and Pandemic Influenza in September. 88 nations plus major international organizations (NGO's) now have joined in partnership to coordinate and mobilize resources in the global effort to prevent pandemic influenza.
Health and Human Services began lobbying congress in March of 2003 for an appropriation of $100 million to prepare for a global flu epidemic. U.S. Health Secretary Pushes for More Funding to Prepare for Flu Outbreak
On March 8, 2004, the World Health Organization (WHO) announced a March 16-18 meeting of public health experts in Geneva to set priorities on how to respond if a highly contagious strain of influenza should begin to sweep the globe. WHO Press Release
Recognizing the potential threat of an influenza pandemic, the Department of Health and Human Services (HHS), on August 26, 2004 released a national strategy for responding to such an outbreak.U.S. Develops Response Strategy for Flu Pandemic
The U.S. State Department released a fact sheet September 14 detailing U.S. government activity to contain bird flu that began in Asia, attempting to prevent escalation of the disease into a global flu pandemic in humans. The document is released as President Bush announced a new International Partnership on Avian and Pandemic Influenza at the United Nations on September 14, 2005. The UK Timesonline reporting October 10, 2005 as though it were a current development: "The 381-page draft plan, leaked by health officials who claim that it contains fundamental failures, predicts that a full-scale outbreak could kill as many as 1.9 million Americans and put 8.5 million in hospital at a cost of more than $450 billion (£256 billion)." ~ America 'faces worst disaster in its history'
In fact the 381 page Draft Plan was not "leaked", but announced more than ONE YEAR earlier in an official press release, and published on the Department of Health and Human Services Website on August 26, 2004 - HHS Issues National Pandemic Influenza Preparedness Plan Press Release:

Then on September 21, 2004: "The U.S. Department of Health and Human Services (HHS) has awarded a nearly $13 million contract to Aventis Pasteur Inc. to manufacture and store 2 million doses of avian influenza H5N1 vaccine to better prepare the nation for an influenza pandemic, according to a September 21 HHS press release."United States Orders Avian Flu Vaccine to Prepare for Pandemic
Now President Bush has requested $7.1 billion in emergency funding to immediately begin implementing a national strategy for pandemic influenza. ~ Bird Flu (Avian Influenza) Fact Sheets
