Why Didn't Louisiana Follow it's Required Emergency Plan?

RMN Agent Ghost,posted this lengthy article at Rumor Mill News. It list 10 questions which seem relevant to the issue of delays in the disaster relief effort in New Orleans.

You can study the questions and the volume's of information available through the links and partial quotes on the page, but I will try to spare you the burden of all that work by cutting right to the heart of this matter by addressing question number 9 from the list.

9) Why did the Mandatory evacuation only occur AFTER President Bush called, and why did Governor Blanco stress that it was only after President Bush Called to urging the Evacuation order? Was she concerned for the Citizens, or was she grandstanding so she could blame the President if the Storm didn't hit?

Short Answer: They were all waiting for orders.

The Details:

All the officials and their actions addressed in the remaining 9 questions, is easily understood when we have the right answer to this one. Some of us may be ignorant of the facts but we may be certain that these people in positions of authority are very well informed of the rules under which they function. Notice that I did not say "Statute Law". Consider this statement from Homeland Security Chief Chertoff;

Homeland Security: Office of the Press Secretary, August 31, 2005 "At this time, we are directing the full range of federal resources and capabilities to assist and protect those who have born the brunt of this catastrophe," said Homeland Security Secretary Michael Chertoff. "We will ensure that citizens in areas affected by Hurricane Katrina have the sustained support and aid necessary to recover and reclaim their homes and communities."

Why is this significant?

Do you recall that NORTHCOM is the military command responsible for all of North America? NORTHCOM is a part of the Department of Defense which reports to Homeland Security. Do you realize that this puts Homeland Security in the chain of military command? Do you recall that the President is Commander In Chief over all military? Do you realize that the military command structure is a closed system, and does not normally include the press? Remember that the authority of Generals in the field to act in response to conditions on the ground was taken away several years ago? Do you understand what military command does to the power and authority of state and local officials?

On the 26th of August; "The President today declared an emergency exists in the State of Louisiana and ordered Federal aid to supplement state and local response efforts in the parishes located in the path of Hurricane Katrina beginning on August 26, 2005, and continuing."

"Federal Emergency Management Agency (FEMA) Under Secretary Michael Brown is currently in the region directing efforts under the National Response Plan."

"The National Guard is augmenting civilian law enforcement capacity, not acting in lieu of it."

Department of Defense As directed by the Secretary of Defense and in accordance with the National Response Plan, U.S. Northern Command (NORTHCOM) is supporting the FEMA disaster relief efforts. NORTHCOM, the lead Department of Defense (DOD) organization for Hurricane Katrina response, is moving and/or mobilizing the following resources to support FEMA’s response and recovery efforts:

NORTHCOM established Joint Task Force (JTF) Katrina to act as the military’s on-scene command in support of FEMA. Lt. Gen. Russel Honore, commander of the First Army in Fort Gillem, Ga., is the JTF-Commander. JTF Katrina will be based out of Camp Shelby, Miss.

Department of Health and Human Services The Department of Health and Human Services (HHS) is making available all of their capabilities to help state and local officials provide care and assistance to the victims of this storm.

Department of Transportation The Department of Transportation (DOT) dispatched a team of 66 transportation experts to support state and local officials in the damage assessment of highways, railroads, airports, transit systems, ports, and pipelines.

Department of Agriculture The U.S. Department of Agriculture (USDA) is sending experienced emergency response personnel.

Department of Labor The Occupational Safety and Health Administration (OSHA) continues to coordinate with the interagency community in providing support as outlined in the National Response Plan.

Department of Treasury The Internal Revenue Service (IRS) announced special relief for taxpayers in the Presidential Disaster Areas struck by the hurricane.

Small Business Administration The Small Business Administration (SBA) will position loan officers in federal and state disaster recovery centers.

American Red Cross The American Red Cross is providing a safe haven for nearly 46,000 evacuees in more than 230 Red Cross shelters, ...

Did you notice the recurring phrase, "National Response Plan."?

Local authorities are signatories to the National Response Plan. Some of them are well seasoned politicians who know the truth about the structure of government in this country. Others such as the Mayor are still discovering the system they have become part of. In all cases, they either knew or believed that the National Response Plan. meant both national and response, and they believed the "Plan" would work.

Under the arrangement of Homeland Security and the Patriot acts I and II, no one but the public asking these questions believes that the post Civil War Posse Commitatus Act which prevents the military from entering a state is still relevant. In this setting, everyone believed that a truly National effort was in motion. When they discovered otherwise, they were as shocked as the disaster victims, and confusion set in at the local level.

Nothing moved until the Chief issued the order. Whether or not the President knew it was his turn at the bat, may be arguable, but you can bet that everyone else in the chain of command knew. They don't get into those positions by not following orders.

I can think of one reason why the order did not come. I have documented that there is a large movement under way by various organizations acting in concert with people in big business and government to collapse the system. Until I see evidence to the contrary, it is my opinion that this is what this is all about.
