The Hypothesis:
The next US administration, regardless of party, will promote the Communitarian Philosophy in both foreign and domestic policy in a marked turn away from War On Terrorism. The Anglo-American Empire is already lost, which will become common knowledge over the next two years.
US relationships with its traditional allies dissolved over the Iraq issue in 2003, and now Britain has led the way in calling for a pullout. The EU has already set the new trend, and the US and Britain will have to align with it. NATO will either dissolve in defeat in Afghanistan, or merge with the European Rapid Reaction Force, bringing the US into a new partnership with the EU. The UN is weak and ineffective, Israel is being abandoned, and the European Rapid Reaction Force is poised to take control of the Middle-East with Germany at the helm, to coincide with the US pullout from Iraq by early 2008, just a few months away. The UN, because of its inability to reorganize as a world power, will revert to its traditional role as an elite social club, and assume the status of a communitarian thinktank to promote the completion of its major achievement, Agenda 21 and its sustainable communitarian social order.
Israel's recent defeat in Lebanon established this new direction. It was emphasized with an exclamation point by the US midterm elections in November of 2006, and it will be enforced by the collapsing US Dollar on global markets.[*]
In addition to the force of those factors, compliance from the people will come easily as the promotion of international terrorism diminishes, and community building becomes the ralying propaganda. With peace assured by an international force, serious national disarmament will proceed quickly, and a convincing declaration of world peace should not be ruled out by the end of 2012.
The EU "has no authority to tax its citizens, and it has only very limited police powers. It does, however, have an elected legislature and an executive branch, a court system and a central bank, all of which can override the laws of its 25 member nations". It also now has its own military. The European Rapid Reaction Force is an instrument of European Security and Defense Policy (ESDP) , but it may assume a much greater role in an "era of crisis intervention well outside Europe's borders", according to Dan Plesch, of London's Royal United Services Institute, to fill a void "between diplomacy and military force", as a "conflict-prevention mechanism between Europeans and the United State Whether a European Rapid Reaction Force, or a transformed and expanded NATO the main purpose, in addition to "conflict prevention" elsewhere, is "to prevent conflict among key member states themselves".[*]
Planning for the European Rapid Reaction Force began in December 1999 when the idea was developed by the ESDP. The US immediately recognized it as a threat to the NATO aliance, and therefore the Empire,[*] so, an attempt was undertaken to minimize its impact through the reorganization and modernization of the NATO Alliance. Gordon Wilson, in "The European Rapid Reaction Force: A Transatlantic Issue?", wrote: "Stung by Europe's seeming ineffectiveness in dealing with the Balkans crisis, the British championed a military capability for the European Union. In the author's view, the resultant plan for a rapid reaction force must be handled carefully if it is not to drive a wedge between the United States and Europe".[*] Those concerns led to a reorganization of NATO in 2002. A November 21, 2000 article by Stephen Castle, published in The Independent, "A new era of crisis intervention well outside Europe's borders", Dan Plesch is quoted on the European Rapid Reaction Force, saying there is a real need to strengthen the police and monitoring capacity because "there is nothing between diplomacy and military force". The European Rapid Reaction Force became operational in 2003. As for the concern that it may "drive a wedge between the United States and Europe", it is very probably that that is precisely what it is intended to do. Before world peace can be declared, the economic and military might of the US must be destroyed.

Despite the fact that Foreign Minister Steinmeier represented the EU in the quartet at the time, no one consulted him on this important decision, nor was he even notified in advance. Death of the Empire: The problem with the realists and the Democratic strategists is that, in broad outlines, they share the neoconservative goal - the preservation of the dominant US position worldwide. They differ on the means, to be sure, but its is becoming increasingly clear that US diplomacy since 1991 is unable to obtain much support from the other major world powers. Just look at the record: the US was unable to prevent the formation of the European Rapid Reaction force, which threatens to supplant NATO; the Doha round is dead in the water; the US has failed to attain a settlement to the Arab/Israeli conflict, which is now growing much worse; Russia has returned as a Great Power, and all the "color revolutions", from Lebanon to Kyrgyzstan, have turned into disasters; Iran and North Korea could not be convinced to abandon their nuclear programs; Afghanistan is falling apart, and the Europeans teamed up with Russia to deny the US any diplomatic support on Iraq; South Korea is at odds with the US over North Korea; the freebies the US has handed India over its nuclear program are not stopping India from cozying up to the SCO, etc., etc.

Its development was predicated on the idea that the EU needs a force that can act independently of US-led NATO missions. The RRF's mandate limits its deployment to six months, which would afford enough time for Europe to build a semi-permanent EU force like the one deployed in the Balkans, or ideally, the development and deployment of the Lebanese army to secure its own peace.

Germany assumes power over the European Union in 2007. Will Iran unleash terror on Vienna? Berlin? Rome? DEBKAfile’s analysts liken these wishy-washy phrases to the way US president George W. Bush used to talk in reference to the Iranian nuclear issue. The impoverishment of the middle class within the West, but especially those in the United States of America, is a prerequisite for the establishment of the New World Order. For, this social class and everything it represents (especially their ethos of work, personal freedom, independent critical thinking and wariness of the ever-increasing interference of the State in every aspect of their lives) is not only an impediment to the move to World Empire but an anathema to those who desire it.
