- We call on all towns and all districts of the earth to join us in this charter of solidarity;
- Without renouncing anything of our attachment, our duties and our rights toward our own region and toward our nation as far as they can compass with a wolrd order, we declare symbolically that our territory is world territory and as such, that it is joined to the community of our whole world.

has been the world's preeminent thinker on global governance issues
since 1947, but whose vision I (Norman G. Kurland) share that
sovereignty must begin with each human person, not the State. Garry
follows in the tradition of the political philosophy of Socrates,
America's founders, Tom Paine, John Locke, Einstein, Bucky Fuller,
Louis Kelso and all the great humanists of civilization.
Norman G. Kurland, a lawyer-economist, is president of the Center for
Economic and Social Justice (CESJ),
a non-profit, ecumenical research and educational organization based in
Arlington, Virginia. He served in 1985 as deputy chairman of President
Reagan's Task Force on Project Economic Justice, which recommended
policy reforms to encourage economic democratization in Central America
and the Caribbean. An ESOP pioneer, he invented the Employee
Shareholders Association, an advance over the US ESOP, at the
Alexandria Tire Company of Egypt. He authored "A New Look at Prices and
Money: A Kelsonian Binary Model for Achieving Rapid Growth Without
Inflation,"
The Journal of Socio-Economics, 2001 and co-authored Capital
Homesteading for Every Citizen, 2004. Prior to joining Louis Kelso to
found the Institute for the Study of Economic Systems in 1968 and later

The world citizen was an eighteenth-century
phenomenon. A child of the French Enlightenment, the World Citizen
tended to put liberty ahead of country. Sometimes the World Citizen was
bemused by those who rated equality ahead of liberty. This led many
into Jacobin snares, with the guillotine as their reward if they
strayed from the gospel proclaimed by Robespierre or some other tyrant
of the moment. But the more canny among the World Citizens came to see
with Edmund Burke that liberty, in the abstract, could be a delusion.
Burke, an anti- ideologue, was satisfied with English liberties in the
plural, as defined by the tradition going back to Magna Carta.

Communitarianism In the New World:
"The modern use of the term [Communitarianism] is a redefinition of the original sense [communalist society]. The term is primarily used in two senses:
- Philosophical communitarianism considers classical liberalism to be ontologically and epistemologically incoherent, and opposes it on those grounds. Unlike classical liberalism, which construes communities as originating from the voluntary acts of pre-community individuals, it emphasizes the role of the community in defining and shaping individuals. Communitarians believe that the value of community is not sufficiently recognized in liberal theories of justice.
- Ideological communitarianism is characterized as a radical centrist ideology that is sometimes marked by leftism on economic issues and moralism or conservatism on social issues. This usage was coined recently. When the term is capitalized, it usually refers to the Responsive Communitarian movement of Amitai Etzioni and other philosophers.
